Our programs and services are designed to help disabled individuals realize their full potential. We offer permanent & temporary rental subsidy programs as well as emergency rental & utility assistance. Please review our program descriptions below. Please keep in mind that each program has a specific set of eligibility criteria and some programs are only offered through specific partnering agencies.

Homeless Prevention Rapid Re-Housing ProgramEmergency housing for individuals/families that are currently homeless or at imminent risk of homelessness. Referrals are received from Central Intake, which is located at the emergency homeless shelters: 2100 Lakeside Men's Shelter (2100) and the Community Women's Shelter (CWS). Prevention dollars are also available for rental assistance, security deposits, utilities, and moving/storage expenses. Applicants must be disabled to qualify for these funds and only approved agencies may submit applications. Emerald CommonsEmerald Commons is Cleveland's original Housing First project. This 52-unit building serves the homeless, disabled population. The building is located at 1976 West 79th Street in Cleveland and opened in December 2006. To qualify, applicants must meet HUD's Definition of Homelessness and must have a documented disability, with priority given to persons with a severe mental illness, chemical dependency, or HIV/AIDS. EDEN will verify all disability and homeless information and will conduct assessments to determine whether clients qualify. EDEN is not currently accepting applications for this program. (top of page) The Liberty at St. ClairOne of Cleveland's Housing First projects, this 72-unit building serves individual adults with disabilities who were chronically homeless. The building is located at 10004 St. Clair Avenue in Cleveland and opened in February 2008. To qualify, applicants must currently meet HUD's Definition of Chronic Homelessness and have a documented disability, with priority given to persons with a severe mental illness, drug/alcohol dependency, or HIV/AIDS. EDEN will verify all disability and homeless information and will conduct assessments to determine whether clients qualify. EDEN is not currently accepting applications for this program. (top of page) South Pointe Commons - a Housing First project - is located on W. 25th Street near MetroHealth Hospital. This 82-unit building serves the homeless, disabled population. The building opened it's doors in September 2008. To qualify, applicants must meet HUD's Definition of Homelessness and must have a documented disability, with priority given to persons with a severe mental illness, chemical dependency, or HIV/AIDS. EDEN will verify all disability and homeless information and will conduct assessments to determine whether clients qualify. EDEN is not currently accepting applications for this program. (top of page) Edgewood Park Edgewood Park - EDEN's newest Housing First project - is located on on E. 55th near Broadway Avenue. This 63-unit building serves the homeless, disabled population. The building opened it's doors in September 2009. To qualify, applicants must meet HUD's Definition of Homelessness and must have a documented disability, with priority given to persons with a severe mental illness, chemical dependency, or HIV/AIDS. EDEN will verify all disability and homeless information and will conduct assessments to determine whether clients qualify. EDEN is not currently accepting applications for this program. Northridge Commons is located at 10426 Detroit Avenue in Cleveland. It is EDEN’s newest Permanent Supportive Housing Project. It is a renovated 30-unit ranch style building. Fifteen units are dedicated to homeless individuals. To be eligible, applicants must meet HUD’s definition of homelessness. Applicants must have a disability with priority given to persons with a severe mental illness, and applicants must be elderly/near-elderly (50+). EDEN is currently accepting applications for this program. Qualified applicants will be placed on a waiting list. (top of page) EDEN-Owned Scattered Site HousingEDEN owns and manages 80 properties throughout Cuyahoga County. These properties provide permanent housing opportunities for individuals & families that have a household member diagnosed with a severe mental illness and are low-income. EDEN acts as a landlord in this program, and tenants receive support services from outside agencies as needed. A tenant's portion of the rent/utilities is based on 40% of the tenant's adjusted monthly income. EDEN is currently accepting applications for this program. Qualified applicants will be placed on a waiting list. (top of page) Housing Assistance Program (HAP)This is a temporary (1-2 year) rental subsidy until a permanent subsidy/housing option becomes available. Individuals & families that have a household member with a severe mental illness and are low-income qualify. The program utilizes private sector landlords who will accept the subsidy. The tenant's portion of rent/utilities is based on percentage of income. EDEN is currently accepting applications for this program. Qualified applicants will be placed on a waiting list. (top of page) Shelter + Care (SPC)This is a rental subsidy for individuals & families that meet HUD's Definition of Homelessness and are low-income, and the head of household has a qualifying disability. The applicant must also be linked with an agency that has a Memorandum of Understanding (MOU) with S+C because the agency has to provide ongoing support services as match to the federal funds that support the program. Only an agency with MOU can refer clients to S+C. The program utilizes private sector landlords who will accept the subsidy. The tenant's portion of rent/utilities is based on a percentage of their income. This program can accept a limited number of applications from specific, approved agencies that have the MOU. EDEN cannot accept applications from any other sources. Clients should not contact EDEN regarding this program and should instead consult their case workers to see if they can be referred. Case workers who aren't sure whether their agencies have a S+C MOU should check with their housing liaison at their respective agencies. (top of page) Housing Choice Voucher Program - GatewayThis is a permanent rental subsidy for individuals & families that have a household member with one of the following disabilities: severe mental illness, HIV/AIDS, mental retardation/development disability, physical disability, or are residing at specified transitional housing programs, and the household must be under HUD's low-income guidelines. Referrals can only come from agencies or systems that have a Memorandum of Understanding (MOU) with the program. EDEN oversees the application process and once the applicant receives the Housing Choice Voucher (Section 8), the Cuyahoga Metropolitan Housing Authority (CMHA) administers the subsidy. The Gateway process is separate from the CMHA's regular Section 8 waiting list. (top of page) Housing Choice Voucher Program - MainstreamThis is a permanent rental subsidy for individuals & families with the head of household or spouse having one of the following disabilities: severe mental illness, HIV/AIDS, mental retardation/development disability, or a physical disability, and the household must be under HUD's low-income guidelines. EDEN oversees the application process and administers the subsidy. The Mainstream process is separate from Gateway and the CMHA Section 8 program. (top of page) Tenant Based Rental AssistanceThis is a temporary (1-2 year) rental subsidy with the goal being for the household to achieve self-sufficiency. The individual/families have to follow a self-sufficiency contract and are assigned a coach. The tenant's portion of the rent/utilities is based on a percentage of their gross monthly income. Participants do not apply directly to EDEN for this program. Referrals can only come from agencies or systems that have a Memorandum of Understanding (MOU) with the program. EDEN is currently accepting applications for this program. (top of page) Ohio Department of Development - Housing Trust FundsThese are limited emergency assistance grants. They are first come, first serve funds. Emergency assistance for individuals/families that have a household member with a mental illness. Funds are used for rental assistance, security deposit, utilities, moving expenses, housekeeping, and/or household furnishings (certain restrictions apply). Clients must be referred from one of 16 contract agencies of the Cuyahoga County Mental Health Board. Clients may not apply directly to EDEN for this assistance. (top of page) Wieder-Silver ManorEDEN manages this 9-unit HUD building in Cleveland Heights. Each unit is a two bedroom apartment and is shared by two mental health consumers. This is permanent housing through HUD as long as the tenant remains in the building. The tenant's portion of rent/utilities is based on a percentage of income. (top of page) Third Project ApartmentsThis HUD-subsidized building has 7 units. Each is shared by either two or three roommates. Applicants must have a severe mental health illness to qualify. The tenant’s portion of rent and utilities is based on percentage of income. Qualified applicants will be placed on a wait list. (top of page)Carey East & WestEDEN manages these two (2) 14-unit, HUD-subsidized buildings. There are (12) 1-bedroom & (2) 2-bedroom units in Carey East, and (14) 3-bedroom units in Carey West. Applicants must have a severe disability to qualify. This is permanent housing through HUD as long as the tenant remains in the building. The tenant’s portion of rent and utilities is based upon a percentage of their gross adjusted income. Qualified applicants will be placed on a waiting list. (top of page) Supportive Housing Program - Mental Health ServicesThis Supportive Housing Program (SHP) is a HUD-funded rental subsidy that attaches and pays for support services. Participants must be homeless and have a mental health disability. The program primarily serves women, but homeless men may also qualify. Mental Health Services is the referral agency, and the program currently has 45 vouchers. Clients do not apply directly to EDEN for this program. (top of page) Supportive Housing Program - Recovery ResourcesThis Supportive Housing Program (SHP) is a HUD-funded rental subsidy that attaches and pays for support services. Participants must be homeless and have a chemical dependency disability to qualify. Recovery Resources is the referral agency and has four assigned Community Support Providers that provide ongoing services to the 120 participating households. Clients do not apply directly to EDEN for this program. (top of page)
