As part of a wide-ranging scattered-site preservation project, EDEN, Inc. has completed an extensive renovation of a property in the St. Clair-Superior neighborhood of Cleveland. EDEN will make these apartments available to individuals working with
contract agencies of the Alcohol, Drug Addiction and Mental Health Services (ADAMHS) Board of Cuyahoga County.
This is the fifth major renovation project in EDEN’s scattered-site portfolio. This agency initiative commenced in 2015, and the efforts in this endeavor have been focused on upgrading outdated housing properties. Most of these properties were acquired in the early 1990’s with support from ADAHMS Board and Ohio Department of Mental Health & Addiction Services (OHMAS), and the majority of that inventory had old and obsolete mechanical systems and
outdated residential living unit features that have not been upgraded since the 1950’s or earlier. Those features included outdated kitchen cabinets, bathrooms, flooring, windows, lack of electrical outlets, poor lighting, insecure access, and no air conditioning equipment. In addition, most of the units contained lead-based paint, and some had materials containing asbestos.
“Our goal was to create modern, attractive, safe, and secure apartments for the residents, as well as to introduce energy-conscience features to the building, so that it operates as efficiently and effectively as possible,” said Elaine Gimmel, Executive Director o
f EDEN, Inc. “We also focused on mitigating all lead-based paint and asbestos hazards. In other words, we took the units from the 1950’s and brought them into 2020’s, thereby extending the property’s useful life.”
The St. Clair-Superior building is but one of the approximately 80 scattered-site properties throughout Cuyahoga County that EDEN dedicates to permanent housing opportunities for housing-insecure, low-income individuals and families who have a household member diagnosed with a serious mental illness and/or a substance use disorder. The tenants’ portion of rent/utilities is based on 30% of their adjusted monthly income, thus making their housing affordable to them.
The St. Clair-Superior renovation is only part of EDEN’s county-wide preservation efforts. EDEN’s Preservation Phase V includes the substantial rehabilitation of two other properties in Cleveland and Parma. One of the units in these buildings was constructed to accommodate a resident with severe mobility issues, and another was constructed for a hearing- and vision-impaired person. The building improvements included new HVAC equipment, including central air conditioning; upgrades to the electrical service and panels; new hot water systems; new building and unit entry systems with upgraded hardware and locks; entrance canopies; new roofing; and new common area lighting. All lead-based paint has been either removed or migrated, and all asbestos-containing materials have been eliminated. The unit renovations included new win
dows, new energy-star-rated appliances, new kitchens and baths, updated flooring, painting,
LED lighting, interior doors and hardware, state-of-the-art electrical systems and additional outlets. All the units are now in compliance and will be certified under Enterprise Green Communities for energy efficiency and sustainability.
This project was funded by the Ohio Housing Finance Agency using their HDGF program as well as the City of Cleveland using their HOME funding program. The total project budget for EDEN Preservation Phase V is $1,187,000.
